Job Summary:

  • Assist the Company’s Quality Manager by participating in the audits of the quality management systems of the Contractor and the Contractor’s principal Subcontractors and suppliers for compliance with contract requirements and other regulatory body approvals.
  • Demonstrate visible leadership and commitment to excellent HSSE performance in support of the Project Manager’s accountabilities,
  • Assist the Company ‘s Quality Manager in the review and approval of the Contractor’s and the Contractor’s principal Subcontractors’ and suppliers’ inspection and test plans.
  • Co-ordinate the Company’s quality surveillance/inspection resources (including any Third Party Inspection activities).
  • Ensure that the status of inspection and testing of the work is known at all times, verified by the Contractor's inspection staff and subject to approval by the Site QA/QC Representative.
  • Ensure that, unless otherwise agreed, no installation or movement of fabrications or facilities is made and no 'Hold' point activities passed until all outstanding punch-list work has been completed, verified by the Contractor's inspection staff, and agreed by the Company’s Site QA/QC Representative (who in turn shall seek suitable Company approval).
  • Ensure that surveillance and test records provide objective evidence that the required activities have been performed in accordance with the specified requirements with an auditable record of the person who performed the surveillance and test activity. These records shall indicate all identified non-conformance, with any subsequent repair activities.
  • Inform the Company’s’ Quality Manager/ Construction Manager immediately of any unacceptable trends after analysis of the surveillance and test records.
  • Evaluate non-conformances and determine their acceptability upon consideration to the item's criticality rating; record and cross-reference deviations or concessions, and maintain a deviations and concession register.
  • Re-inspect post-surveillance modifications, corrective action and replacements in accordance with the original requirements, recorded and cross-referenced.
  • Ensure that inspection release notes are issued by the appropriate inspector, who shall verify that:
  • All work (or part order) has been completed;
  • All tests and inspections have been performed and accepted;
  • All deviations have been reconciled;
  • Third party involvement has been satisfactorily completed;
  • Documents required for the manufacturing data book have been sighted and approved;
  • Delivery documentation/shipping papers are available;
  • Packing and protection has/is being applied to approved standards
  • Where the shipment of incomplete products and/or equipment is authorised, verify the punch-list raised by the Supplier, covering all facets of outstanding work, performing receipt inspection on such items at site or at the point of use.
  • Report to the Company Quality Manager/ Construction Manager any conditions or actions which will adversely affect quality. Review and verify that the contractors’ marine, construction and diving (as appropriate) personnel are suitably experienced, qualified and competent for the positions proposed.
  • Review the contractors’ plans for construction and installation activities, and ensure these are incorporated into the appropriate contracts.
  • Liaise with the contractors with respect to the mobilisation and demobilisation of their assets and equipment at site.
  • Perform inspections of material and equipment, plus associated certification, being supplied and installed by contractors.
  • Ensure that the construction activity is suitably resourced to meet the required project schedule.
  • Undertake progress measurement and reporting on construction activity.
  • Review all logistics plans for the movement of personnel and equipment to confirm they are being conducted in the most efficient, secure and safe manner.
  • Establish agreed arrangements for commissioning and handover with operations function

Qualifications & Experience:

  • Certification in two or more of the following: API 510, API 570, API 653, NACE CIP, ASME CWI. For welding inspector current Certified Welding inspector (CWI) certification is required.
  • Minimum (7) years’ experience in QA/QC activities in the petrochemical industry, with at least (3) years in representing Client position.
  • A high level of safety awareness and knowledge of applicable regulations, codes and standards. Excellent communication skills, both written and verbal;
  • Computer literate with typical office packages;
  • Ability to comply with Company’s HSSE standards required and to lead by example to ensure that all aspects of the work are completed safely and in line with the Company’s HSSE expectations
  • Ability to manage interfaces and work closely alongside project and operations teams during construction activities
  • Self-starter with a strong delivery focus and good problem solving and analytical skills
